Most of have a favorite and thus also an un-favorite body part, which many times due to genetics.  The calves are especially an area that have genetic limitations such that no matter how hard some people try to grow them with exercise,they just do not respond.  The only reliable, predictable, and permanent option becomes calf implants.  They are made of soft semisolid silicone rubber and inserted under the lining of the calf muscles through an incision within a crease behind the knee.  The same goes for augmenting the hip region with dedicated hip implants.  Glad to help...RAS
