If your penis is short because it is buried in the pubic fat and skin, then by removing the skin and fat the penis can be "longer" Normally, up to 1/3 of the penis can be behind the pubic bone.  The only part of the penis visible and useable is the part in front of the bone.  The penis is held behind the bone by suspensory ligaments, which can be detached thus making the penis appear longer and "more" of the penis is usable.  The average increase of length by a minor surgery is 1 inch.
It is unrealistic to expect an increase of more than 3 inchs
