Raised scar from forehead reduction, how can I improve it?

2 years ago I underwent forehead reduction in London. My wound was raised from the start and the guy who took my stitches out look concerned but didn't mention it. A month went by and I realized that it would stay, when I tried to contact my surgeon he wouldn't answer. A year later I did a hair transplant in hopes of covering it but it just made me more aware of how bad the scar really was. My question is how I should go about fixing this? I've scheduled a second hair transplant to go even lower and to add more density around the scar in hopes of covering it but you can still feel it very clearly and I fear that more hair up front will be disproportionate to the rest of my scalp. could I do a second reduction to remove the scar without killing the hair grafts that have been planted onto it?
