IPL is a great technology for treating brown sun spots and broken capillaries. While it also helps stimulate collagen production, it is not a tightening tool. For the under-eye area, and for general skin tightening in areas where there are fine lines, I recommend treatment with DEEP FX. IPL or BBL (intense pulse light or broad band light) is particularly good for treating redness and flushing, as well as brown spots (lentigo/lentigines), and it does seem to improve the overall texture and tone of the skin so you may get some modest tightening under the eyes as well.
