You are close to being correct. The whole idea of IPL is extreemly bright light. What is happening, is it is scattering under your skin on your face and some of it is basically travelling through the skin and you are seeing it transmitted directly into your eyes. It is NOT dangerous and by the...

There should be no reason that you cannot use IPL device safely while breast-feeding.  I would read the package insert on the IPL device as well.
