Can a Blepharoplasty help hooded eyes and uneven folds? (photos)

Based on your first photo, you have mild right upper eyelid ptosis (levator disinsertion) with right brow elevation as a compensatory mechanism. This also leads to multiple crease formation because your levator is not properly pulling your crease inward.
The surgical fix is not to remove more skin, but rather to fix the droopy eyelid, and reinforce the crease with an anchor blepharoplasty. This is the same type of technique used in double eyelid surgery for Asian patients. This is NOT routine eyelid surgery. I spent time training in Seoul, South Korea mastering these surgical techniques. Make sure that you choose a surgeon that has significant experience in Asian eyelids.

Truly, there is always an amount of asymmetry between eyelids naturally, and there doesn't appear to be an abnormal asymmetry between any part of your eye anatomy. Your brows are in good position, and there doesn't appear to be excess eyelid skin or ptosis. I would personally recommend against surgery as the benefits would likely not outweigh the risks. During the blepharoplasty procedure excess skin and subcutaneous tissue is removed from the upper (and lower) eyelids to correct hooding. Sutures can also be placed to redefine the upper eyelid folds. You should discuss your care with a Board Certified Plastic Surgeon who should be able to provide more information.
