My left eye is way lower and I don't know if what I need is a brow lift or a lower/upper blerophasty. I'm 22F 59kg 1.70

You have very mild asymmetry in position of orbits, which is quite normal and should not be treated by means of very complex surgery. However, your brows are low, lateral portion is lower than medial what attracts attention of observer more than your orbits/eyes. Correction of brows would make  orbital asymmetry less noticeable. You may first try to correct this with skillfull Botox injection, to see how you like slightly elevated lateral brows, before deciding about more permanent solution like brow lift. In person consultation with a board certified plastic surgeon with experience in brow lifts would help.
