A trans-conjunctival lower blepharoplasty can accomplish removal of those fat deposits, creating the eye bags with the incisions located completely on the inside of the eyelids. No external incisions are required, no sutures are required. This procedure is performed in a brief general anesthesia as an outpatient procedure.

I would be very reluctant in treating dynamic changes.
If you remove fat from your lower eyelids that seem prominent when you smile, you may look hollow when you don’t smile.
Botox is ideal for weakening the orbicularis muscle.
I would probably hold off on surgical intervention for this.
Treating dynamic undesirable changes is inherently difficult, and often doesn’t accomplish what is hoping to be achieved.
