In 2021 I got my Aug done size 350 cc Sientra but soon after my right implant bottomed out. Six months ago I saw another surgeon and he went in and created sutures and a new pocket inside to correct the bottoming out but it failed and my right implant is still lower and less full now. I have gone to see another surgeon and he is suggesting I get both implants out from under the muscle and place them over the muscle. I started with an A cup. Is this the best option for me? I want to look good

No, please do not go larger. Your breasts are now heavy from the additional weight of the implants and your tissue is stretching and not supporting that weight. Women who need lifts already have stretched and thinned their own tissue and adding more weight makes this worse. You should go smaller...
The main problem is your pectus causing the breasts to tilt inwardly. If you go down in size, the breasts will not be as large and this tilt will not be as noticeable. Your surgeon can also tighten your medial pockets so the implants cannot shift medially as much as they do now.
