Is there anything I can do about these malar bags? (Photo)

I want to avoid using filler as I know others who have had less than ideal experiences using them. I have recently developed what I think are malar bags - is there anything that can soften them? What causes this to happen in the first place? I don't need to completely eliminate. Just slightly reduce them.
