It's normal for healing areas to itch, but most often after this many months, the feeling should lessen.  It is difficult to tell from the photo you sent, but you might have a small hypertrophic scar or keloid which could cause the itching sensation.I suggest you make an appointment with a local dermatologist to further answer your question.
