4 weeks post-op there is redness at the incision sight. Is it an infection? Is something like this common? (photo)

I’m 4wpo and I noticed a couple days ago that my left breast seemed tight on one spot. I went to town on the massage worried of encapsulation. The next day I notice a red spot next to my Steri-Strips with some fluid. I’ve consulted with my surgeons office and was instructed to remove the strip. I don’t have a fever or any other signs of infection. The spot is a bit itchy though is it an infection? Is something like this common?
