I haven't had results 1 year after buccal fat removal. Could scar tissue be preventing slimming effects?

I had buccal fat removal and I didn't get any noticeable difference at all. It's been one year already. I can feel lumps in the area where the incision is and the far was removed. Is it possible that scar tissue has replaced my buccal fat and is the reason I didn't receive slimming effects from the procedure? How can I address this? Steroid injections?
