I am 5 weeks post op and I've slowly eased back into cardio and very light lower body. I understand that it will take longer to get back to chest workouts (like bench press etc). But I'm curious about other upper body work such as shoulder press, lat pulldowns, bent over rows and bicep/tricep work. I want to keep my upper body strong and balanced (considering my new additions). Is it safe to do these exercises (starting light obviously)?

Breast lift alone will not give you that round perky look you describe. Implants would be required to achieve upper pole fullness and better cleavage. This combination procedure requires more skill than either the lift or augmentation. I suggest that you do a fair amount of...
Depending on your present condition and desired results, you can achieve some improvement with breast surgery alone. You most likely need a lift, and all that needs to be done is to continue the inframammary incision on to the lateral chest. You need to be seen to give a better answer
