Swelling and pain in the ankles after liposuction. Is this normal?

Although this is probably no problem I would certainly report to situation to your surgeon. He may want to check you for deep venous obstruction if your liposuction procedure took a long time.

Swelling dependent to the areas worked on is very common after liposuction. This can be intermittent in nature and you may experience it months after your surgery. It is always best to rule out something more serious like a DVT, so make sure to contact your surgeon with concerns like this.
