So my one and only birth mark is a busted blood vessel on my eyelid. It hasn’t changed in 29 years. Today I noticed it is darker and a bit “fuller”. If I rub it it goes down but seems to bloat back up. Should I be concerned? What happens if it does actually pop?

What you are describing seems to be reticular veins. These are normal veins and are more easily seen in thin individuals and fair skinned people. There are many reasons for their formation including genetics, hormones, aging and pregnancies. See a vein specialist for a vein evaluation.
The posted vein looks like a blue reticular vein. Neck veins can enlarge for many reasons. Your posted vein looks to be a normal variant. See vein specialist for an evaluation. Most likely this vein can either be left alone or treated by sclerotherapy.
