I have extremely prominent veins on my hands and forearms. I’ve seen people have great success with this procedure for a few veins, but I have so many I worry that too many veins will need to be closed for it to be safe and successful. If I had all the bulging veins showing in the photo closed, with more on the arm, wold circulation be effected negatively? Would the blood be sent to other veins that would in turn become bulging?

What you are describing seems to be reticular veins. These are normal veins and are more easily seen in thin individuals and fair skinned people. There are many reasons for their formation including genetics, hormones, aging and pregnancies. See a vein specialist for a vein evaluation.
The posted vein looks like a blue reticular vein. Neck veins can enlarge for many reasons. Your posted vein looks to be a normal variant. See vein specialist for an evaluation. Most likely this vein can either be left alone or treated by sclerotherapy.
