Any major surgery should be performed in a hospital or an accredited surgical facility, not an 'office'. If a facility where you surgeon operates lives up to the safety standards of a hospital then it is as safe as a hospital. In Ontario all surgical facilities are inspected by the College of Physicians and Surgeons of Ontario and must pass a rigorous inspection to be allowed to operate. In other places there are other organizations (govt or professional) that oversee outpatient surgical facilities. Ask your surgeon about their facility and then learn about the organization that approved it to make sure it is safe.

This allows the patients to have the benefit of not being exposed to hospital acquired infections, be in a more comfortable and less anxiety-provoking setting, and have the benefit of being next to a hospital for peace of mind. I do most of my brazilian butt lifts in my office based accredited operating room. However, if a patient has medical issues that warrant the hospital, I will do it there.
An accredited office based surgical facility must meet all the safety, and surgical standards of local and federal laws. The surgeon must perform those procedures that are within the scope of hi/her specialty and must have arrangements with a hospital for transfer to the hospital in case that is needed. Hospitals can be very expensive, However the patient has the final say in where the surgery is to be performed. the surgeon must have privileges at the hospital. If you are ready to pay the hospital costs, and feel more comfortable at the hospital then you have the right to be done in the hospital. Accredited office based surgical facilities has their advantages, privacy, personalized care, less exposure to sick patients, are few of the advantages. Accreditation of the office based surgical facility is key. the surgeon board certification within their specialty is vital. There are many self designated boards that are not approved by the American board of medical specialties. There are dentists, ophthalmologists, family physicians, emergency room doctors, that are board certified in those specialties that are not qualified to do cosmetic surgery. As long as you are healthy you can have your surgery in an accredited office operating room. In my practice almost all the BBL surgeries are performed in the office in our accredited operating room. You should consult with a Board Certified PS with extensive experience performing the BBL. Good luck!
