Botched bleph resulted in blocked tear duct - would a dacryocystorhinostomy help?

Had upper eyelid done and now my eye doesn't close all the way. Also had fat implanted (think too close to the eye). So now huge bulge under my eye and pea sized hard thing under it. Been told nothing I can do by sever docs- plastics and eye... I've read maybe a dacryocystorhinostomy might work? how would I find someone good at that procedure as it seems to be a hybrid between the two specialties.
