Can a roman nose be turned into a upturned/celestial nose?

Indeed, depending on the overall facial anatomy, the skin type and thickness and strength of the nasal structures a "roman nose" can usually be modified to a less prominent one.  A "cute nose" is desirable but you need to consider overall facial structure and importantly your ethnicity. A cute up-turned celestial nose may  or may not fit the overall facial structure.  A nose that appears organized, proportioned to the face and without areas that draw unwanted attention are desirable features overall. 

Without  pictures, it impossible to give any advice.
