Do I have milia or syringomas & what's the permanent solution to get rid of them? (Photos)

Ive had these bumps under my eyes as long as I can remember. Sometimes they appear more noticeable and then flatten. Ive even seen one bump appear and then go away. I am not entirely sure what I have but want a permanent solution to possibly get rid of them. From my understanding, if they are syringomas it is likely the bumps can come back. Please help!

At least from the photos, they appear to milia. I just had a young Asian woman, age 31 today as my last patient with multiple milia in exactly the same locations as in the photos provided. It only took a couple of minutes using light electrodessication to treat all of them. Make sure to consult with an experienced, board certified cosmetic dermatologist and best of luck.
