It is recommended to be evaluated by a plastic surgeon to discuss your options.  There are some surgical methods as well as nonsurgical options using laser devices to improve the periumbilical skin.

Excess skin around the umbilicus (belly button) can cause a hygiene problem.  Without a photo it is impossible to offer a solution.  Perhaps a tummy tuck or maybe just a little revision around the umbilicus would help.  Health insurance companies rarely cover procedures such as this and would consider it cosmetic.

This is a question that requires visualization of the anatomy to respond. A photo at a minimum is needed to offer a response. From the history, I would expect that a full tummy tuck will be the procedure of choice. Please consider adding a photo.
