Puffy eyes 7 months after eyelid surgery - will it improve? (photos)

Hi, I am 42 and i had an upper and Lower eyelid surgery in April. I had 2 appointments to follow up and I asked my PS why there is still a lot of 'bags' under my eyes. he said this is more on the cheeks and is it fluid, nothing much to do about it. Will this improve?

To make a quality assessment for the outcome of a plastic surgery procedure we generally need to see a complete set of proper before and after pictures. The single picture even included if a little bit difficult to interpret. It looks like you may have some malar edema, and you don’t have significant bulging of the lower eyelid fat pads. 
It’s difficult to tell from the pictures if you were a good candidate for a lower eyelid blepharoplasty in the first place. It looks like you have some volume lost in the tear trough area as well.
To get a proper second opinion, I suggest you get a complete sense of proper before and after pictures. If you don’t have those ask your surgeon to forward the pictures they took. You should also get a copy of your operative report and bring that with you if any in person second opinion consultation.
