Is it possible to raise a naturally low hairline using tissue expander in forehead?

Hi, I am a 28 year old female who has a naturally low 5 cm forehead. I would like for it to be heightened without raising my eyebrows. I don’t believe I have good laxity in my forehead. Would a tissue expander in the forehead be a good option? How long would I have to keep it in for?
