Would this be considered buccal fat pads? Or what are these “bumps”? (Photo)

Very curious to know what these are? I keep thinking buccal fat pads. But seems like theyre a bit low, and close to the mouth corners? They emphasize when smiling. But are still present when face expression is neutral, shows more in certain lightings. I am 24years old. Which treatments could help diminish their appearance?
