You will need to see an oculoplastic surgeon to evaluate the muscle function,  and your cornea.  Any surgery to correct for CPEO will cause the eye to remain open which can dry out your cornea.  How well you adapt to the corneal exposure will depend on your age, and remaining eye movements. 

Fortunately the left eye is opening.  The difficulty with surgery for you is that you will most likely need a frontalis sling surgery which will cause chronic corneal exposure.  Please talk to your ophthalmologist about a ptosis crutch.  This is a little devise that fits into the glasses and pushes up the eyelid.  The other recommendation I have for you is avoid cigarette smoke and high levels of carbon monoxide.  Good luck and please be very careful with well meaning surgeons anxious to perform eyelid surgery.
