Permanent hypopigmentation from tattoo removal - could microneedling help bring the pigment back? (photos)

I had laser tattoo removal on both shoulders over a decade ago. I was left with hypopigmentation/no pigment where the tattoos were that has not gotten better or changed at all over time. Could microneedling or any other treatment help the pigment to come back?
