I've never been pregnant, I've never lost a whole bunch of weight at once, my boobs have always been droopy and uneven. What could cause that? And would I be a good candidate for a breast lift and breast implants?

With that being said, based on your photographs, the best shape and contour could be achieved with an implant and a breast lift. A lift with an implant can result in a very nice shape if good technique is used. The size of the implant is based on your desired breast size/shape, your chest wall measurements, and soft tissue quality. This decision should be based on a detailed discussion with equal input from both you and your surgeon. Some people are prone to developing in a way that predisposed them to naturally ptotic breasts. If you are unhappy with your breasts, then you should consider seeing a board certified plastic surgeon in your area to discuss the possibility of a lift +/- implants (depending on your goals in terms of overall size). However, some women are just born with low sitting breasts with sagging. There may be a genetic component or some changes during development that can result in abnormal breast shapes. Breasts vary in size in shape widely between patients and within each patient. On your photos, the breast on the left is larger and hangs lower. You could undergo a breast lift to reshape, and reposition your breasts higher on your chest. If you desire upper pole fullness, then I would recommend an implant at the same time.
