Minocycline  has the advantage of being an antibiotic as well as an anti-inflammatory. It can be utilized with most acne scarring procedures. I would advise not treating until the acne is no longer active. 

In my opinion I would prefer to do the infini RF first and then follow it with the Palomar IPL. The IPL would then be able to take care of any redness or potential hyperpigmentation from the infini procedure.
