Hello. I am a 21 year old female. I have had under eye hollows/creases for as long as I can remember. I detest them, I feel they make me look tired and i would like to get rid of them. Would lower bleph be a good option for me? I'm scared of filler as I hear it migrates.

If this condition has been getting worse, then you should see an ophthalmologist or talk to your primary care doctor about it.
Exophthalmos can be aggravated by thyroid conditions.

Bumps on the end of the blepharoplasty incision can happen. If the injections (likely Kenalog/5FU) do not improve it then excision is best. Typically, if the bump has not improved after 3 months then I offer excision.
