Transplanted hairs usually all fall out weeks after surgery.  What you may be seeing is likely normal.

It is perfectly normal to lose the transplanted hair 2-3 weeks after the surgery. The roots stay intact and the shafts fall off. The growth starts 2-3 months after the procedure. So you have nothing to worry about. All the best for your results!!

It is perfectly normal to lose the hair shafts of transplanted hair grafts within weeks 2-4 from procedure.  This condition or shock loss of transplanted hair is very common to the point that over 90% of patients lose all transplanted hair shafts and start growing hair from the same follicles in 2-3 months.

You should have gently and frequently washed your hair immediately after the hair transplant. This would have prevented the crusts from forming such as seen below in the web reference. Now that you have crust, please do not pick them off or you will lose the grafts.

It may just be the hair shafts with the scabs falling off. However if you are concerned you end to see your doctor for a follow up.
