Cost of cosmetic surgery is highly variable depending on the doctor and the type of procedure.  You would need to see a doctor to find out if your goal is attainable, then decide on if the cost is reasonable.  There are many doctors in Philadelphia.

There are conflicting studies as to what percentage of people have a widow's peak depending on the extent of the peaking.  However, it is considered to be a normal part of a natural hairline when it does occur.  Many famous people have a widow's peak, including men and women and african americans as well.  I have included a link for your reference. I think your hairline looks natural, but if you are unhappy with it, transplant could be an option.  However, I would caution restraint and to take your time before making any drastic decisions.

You have a widow's peak that is present in over 80% of women over 40. You can straighten it by lowering the hairline with hair transplants or surgical procedures. Examples of hair transplant procedures are show below in the web reference. Forehead reduction surgery comes in two types, the
