My top teeth hide the bottom & bottom row is pushing a tooth out. Will this require braces? How could this be corrected? (photo)

I have crooked bottom teeth, it seems one tooth is being pushed out while another is being pushed in. My school dentist recommended having them aligned 14 yrs ago but my parents couldn't afford it. My top teeth also cover my bottom teeth hiding them. I know it's not a severe case but im really self conscious and worried for my future dental health. Thankyou in advance
