Does permanent retainers prevent jaw growth?

i had four bicuspids removed for orthodontics back when I was 14. I'm 22 now, and not happy with my maxilla pushed back. I'm not able to afford braces/surgery at the moment so I'm out of options. I've been trying other methods such as correcting my tounge posture to help expand the palate. my upper teeth are already pushing slightly forward, but the bottom teeth (which has a permanent retainer) has stayed the same. Do permanent retainers prevent the mandible or the maxilla from growing forward?
