Keloid scar removal or treatment. How much does it cost? Do lasers works? Is it worth it? (photo)

For over 2 years I have tried every over the counter treatment available trying to minimize my scar. The fact that is right in my chest it makes it very hard to hide it. Nothing has worked for me. Is there any procedure or treatment available to help me reduce or get rid of it?
