Keratosis pilaris rubra facei: can this condition affect facial hair growth due to blocked follicles?

I have Keratosis Iolaris, and Keratosis Pilaris Rubra Faceii on my cheeks. I have some facial hair at 23 but very minimal on my cheeks, is there a possibility this condition can keep me from growing hair on the areas affected? If so is there anything that can be done to remove the excess keratin to allow the follicle to grow?
