That’s a great question and one that each surgeon would have to answer for themselves. A physical exam could help tell if you have any residual abdominal hernia in which case I would not perform the surgery.. too risky.

You don't have a "usual" situation, but you may indeed be a good candidate for abdominoplasty. First, make sure that you have optimized your weight loss and are in good health. Then, go for a couple of in-person consultations with reputable plastic surgeons and see what they have to say. In your situation, it really will require an in-person evaluation. Good luck!

Generally as long as you are in good health you should be fine to undergo abdominoplasty with a history of gastroschisis. The belly button will likely have some issues with blood supply and your surgeon should plan on reconstructing it at the time of surgery. Seek out a board certified, experienced plastic surgeon with lots of experience in your area
