Is it normal the area is red and slightly raised 4 months after mole removal? (Photo)

4 months ago I had a small mole removed from my arm by shave excision. The mole was benign. The area now though is red and slightly raised. Will this go away? How long will it take to be similar to my normal pigmentation? When should I see someone about it?
