Elevating the tip (increasing the rotation) creates the illusion of increased distance from the upper lip to the nose. It is hard to tell from the single angle photo, but it seems you do not need any elevation of the tip.  If the goals are limited to what you describe, I do not think your upper lip will lengthen as a result of surgery.  I would verify this with your surgeon, however.

The only nose surgery procedure that can lengthen the nose-lip distance is the removal of the anterior nasal spine or pre-maxilla implant which is not indicated in your case so there shouldn't be any problem.

The distance between the nose and lips can change with a rhinoplasty depending on what is done during the operation. Discuss this with your surgeon before the operation; make sure that you both have the same goals.
