The use and benefit of steroids for growing eyebrows and hair line is of limited if any efficacy. The main cause should be found and addressed. Microneedling with or without PRF or PRP can be helpful in some conditions. Microblading is not therapeutic but it could potentially give really good cosmetic solution.

Cortisone shots (also called steroid injections) are helpful for only a limited number of eyebrow issues. These are limited to alopecia areata and frontal fibrosing alopecia. They are less helpful (or not helpful at all) in most other conditions. The main treatment for trichotillomania is to stop pulling followed by use of growth stimulators like minoxidil or bimatoprost. Very rarely steroid injections can help acute hair pulling situations. But it’s not a main treatment. Steroid injections in the brow have their own set of side effects so be sure to review them all with your doctor.

The use of steroids to reverse traction alopecia from trichotillomania makes no sense to me. The hairs that were pulled out and did not return, are now 'dead hairs'. and steroids will not reverse the dead, but an eyebrow hair transplant will.
