I guess it always been a little bit lower, but it seems to get worse. My right eyelid are dropping way more than the left too. I sent this pictures to two plastic surgeons here in Norway and they sad that they can't fix asymmetry at their clinic. But eyelid surgery should mabye be possible?

It does look like you have asymmetric eye sockets.  Most likely it's due to your facial bony skeleton.  The right photo does not show it as much as the left photo.  No human face is perfectly symmetric.

Looks like the first image is a mirror image and the other is a direct photo. You have bone asymmetry of the orbits with the entire right orbit complex sitting lower including the brow bone (frontal prominence) and even the medial canthal anatomy where your eye transitions to the nose. 
Surgical improvement of this area can be accomplished, but you would need to be prepared for substantial procedures that carry some degree of risk to your vision.   Nevertheless, it would be reasonable to put together a plan for improvement depending on your comfort for the degree of surgery. Soft tissue brow repositioning, orbital volume augmentation and subsequent eyelid repositioning would be one possible plan. Non surgical options exist as well including filler injections into the orbit and periorbital soft tissue position manipulation. 
Try and find a specialist who has extensive experience with both cosmetic and reconstructive surgery of the upper face and orbit. Good luck!

You have a vertical orbital dystopia where the entire eye and the tissues around it sit lower. It is probably in the 4mm range. This diagnosis should be confirmed with a 3D CT scan. When treating vertical orbital dystopia a comprehensive appproach needs to be done from the brow down to the cheek including orbital floor/rim augmentation, upper and lower eyelids as well as the cheek and the brow.
