After several cycles of yoyo dieting, my skin has become dull and a bit looser/saggier. Advice?

I am 28 years old soon to be 29. After several rounds of low calorie dieting back-to-back my skin did not snap back the same anymore. I now have some loose skin at the jowls and face itself also sagged a bit. Will this adjust over time? Will tretinoin and supplements help? Chemical peeling? Or should I get some procedure done?
