When can I shave my head? (Photo)

I’m just over 3 weeks into recovery from FUE procedure. My new hair is just starting to shed, while my existing hair is growing rapidly. Also my donor area is patchy and scraggy looking, so I’m considering shaving it or cutting it as short as possible with scissors through the ugly duckling phase. I’ve heard conflicting reports re when it’s okay to shave one’s head post FUE. Can someone please provide a recommendation. Thanks.
