You may have a keloid scar. This is very common in darker skin types. Would recommend scar revision with the placement of kenalog to help prevent it from reoccurring . I do see this a lot and have had some success in improving it. Go to a board certified plastic surgeon who is comfortable with keloid scars and darker skin patients.
