If I have tight skin will I be able to get the size booty I want? Will my skin be able to stretch?

In person examination would be necessary. Most patients are candidates with subcutaneous and intramuscular injections of fat. Better online and preferably in person language would be appreciated.

Unfortunately, without pictures, it is very difficult to give you a proper answer.
In general, you need to be physically healthy and at a stable weight, have realistic expectations, be a non-smoker and your BMI needs to be 30 or less. l recommend you to make an appointment with a board certified plastic surgeon to talk about your goals and anything you need to know.

This is a potential issue that you will need to discuss with a board-certified plastic surgeon.  For the vast majority of people, this is not an issue but a personal consultation is necessary to determine.
