Still swollen at 2 months post chin liposuction

I would say it could take as long as 3-6 months for the swelling to resolve after liposuction under the chin.  So, you most likely are not looking at your final result 2 months after the procedure.  There still could be improvement over more time.  

What you are experiencing is normal. Swelling may persist for up to 6 months as your body fully recovers. Be sure to follow up with your surgeon regularly.

It could be fibrosis and scar tissue.  It's a little hard to say without at least some photos to go on.  I would get a few consults with board certified facial plastic surgeons for additional advice if your surgeon hasn't been responsive.  Even if your surgeon has been very attentive you may want to explore additional opinions to be more certain.Chase Lay MD
