i'm 95lbs, 4'11 .. i exercise regularly and eat healthy. however any weight gain goes straight to my belly and it does not look proportional to the rest of my body. rather than going through a more invasive procedure like BBL, can I opt for something like coolsculpting in order to achieve a similar (albeit less drastic) result

Although this is more invasive than CoolSculpting, it will be more likely to give you the results that you are hoping for. It's not saying that it won't though either. If your body weight is stable then fat will essentially "redistribute" throughout your body after the belly fat is reduced with coolsculpting.
