It is possible to move follicles from the recipient area back to the donor area. It may be difficult to know for sure that the transplanted hairs are being removed rather than native hairs (based on the individual case and how natural it looks). I have not seen data on graft survival but one...

You do not have an abnormally high hairline and in my opinion need no surgery. If you were to have surgery you will be better if you had a hairline lowering. Make sure you see actual hair lines with the hair pulled back when evaluating who to go to.
