Can you get breast fat transfer and transfer to hips at the same time?

Yes, these can be done at the same time, as with fat transfer only to the hips it is OK to lay on your back (at least as far as I am concerned--discuss this with your surgeon).

This is an excellent question. If you are only getting a fat transfer to fill out your hip dips on the side, and you are not interested in a BBL, then you can lay on your back after surgery without any issues. You can also have a fat transfer to your breast at the same time. Depending on how much volume you want added to your breasts, you may need additional rounds of fat transfer to your breasts. If you can position a pillow under your back so there is no pressure on your hips, then yes. Otherwise, do the two procedures separately.
