What is the best non-surgical skin-tightening technique for the back of the thighs?

I have what I've always called "cellulite" on the back of my thighs, despite being very fit and regularly doing weight training (squats, lunges, deadlifts, etc). As I've learned, what I have would be best described as linear/wavy "cellulite" or transverse skin lines rather than typical dimpled cellulite. When I pull up slightly on the skin the lines disappear; but they are very ugly to me and I won't even wear a regular bathing suit/shorts. Would Exilis, Thermage or other techniques help?
